Most of the time the difference between the elite and the next tier is not huge. A lot of times, especially recently, the next tier is probably better top to bottom.

I have 5 elite programs and they are:

ND
USC
OU
Bama
OSU

Michigan would be there if they win another within the next 5 years but one shared since WW2 is a problem

This is my order for the top 25 programs in the nation...

Elite programs:

1: USCw (11 national titles)
2: Oklahoma (7 national titles since 1950)
3: Michigan (11 national titles, 42 conference titles)
4: Alabama (27 conference titles)
5: Notre Dame (11 national titles)
6: Ohio State (7 national titles)
7: Nebraska (5 national titles, 43 conference titles)
8: Texas
9: Tennessee

The rest:

10: Florida State
11: Auburn
12: Georiga
13: LSU
14: Colorado
15: Georgia Tech
16: A&M
17: UCLA
18: Penn State
19: Clemson
20: Florida
21: Miami
22: Minnesota
23: Pitt
24: Washington
25: TCU

Florida State is the program that I would put money on for continuing their rise to the elite status level.

I must think higher of Georgia football than Georgia fans themselves do.

Recruiting hotbed in St. Louis and Kansas City. School located almost equally between the two metros. Owns the state in the sense that it is the only DI football school in the state. Can now sell the SEC to Missouri and Midwest recruits while stealing overlooked recruiting gems from the south. The only true Midwestern school who can sell the SEC brand which means that with continued success we can lock down the Midwest eventually. SEC money equals massive facility improvements. Missouri has the desire and drive to become elite and now has the money to make it happen. We've got the coach. Tom Osborne from Nebraska famously said, "Missouri is a sleeping giant in football."

The SEC move may be the defining moment that Mizzou crossed that hurdle and fulfilled Tom Osborne's famous prophecy.

Dude... there is one 4 star recruit in the whole fricking state of Missouri in this cycle & 22 - 3*'s...

Yeah, the key to midwest recruiting is Ohio and Missouri ain't locking that down ever.

Yes, all-time. And as the generations pass, the programs that do not win fall behind the programs that win. That is why it takes a long time for a program to fall back.

People keep saying a program is no longer elite without having a replacement.

All acceptable answers except I don't think of St. Louis and Kansas City as recruiting hotbeds. They may produce some talent but it doesn't seem to be enough carry a team to elite status.

A "generation" is thought of as ~25 years.

If your program hasn't accomplished much of note for 25 years, we'll say that.

The modern Nebraska is Oregon. That is who replaced Nebraska.

And yet they are more relevant to the national scene and to an average recruit than Nebraska. There is practically elite and history book elite. I would rather be a fan of the former than the latter.

That is why your "it takes generations" thing is BS. Phil Knight made up for decades with money. A&M has had better recruiting than OU because of the SEC and taking out the mortgage before oil tanked. Cam Newton goes to one SEC school over another and they go to two title games in four years.

Point being it only takes a single moment in time to change a program forever. When Nebraska once again finds a way to pull in top 15 classes then maybe we can dig up the grave.
