How is LA Tech rated higher than Arkansas???

I wouldn't put to much stock into rankings outside the top 25.

Also, I thought the hype train was surrounding Washington this year in the PAC-12. Why are they so high on UCLA?

Seems like the better question is why in the hell did they rank Louisiana Tech 34 when they lost their QB and RB who were both very good last season.
