Yes but at the end of the day a charge filed by the police is a recommendation. Yes it's a charge but the DA doesn't have to act on it and the DA files charges with the court, unless it's something minor. That's why I call it a recommendation.
Traffic court is a different story.

A metric ton of cops outside of big cities aren't making close to that. In many places they don't even get insurance and have zero training.

The play was to send it to a grand jury, do a lousy job presenting the state's case and guaranteeing there isn't an indictment and going forward with the story that "we let the people decide and they have spoken". It wouldn't be the first time....
