I agree, but a lot of this has also been allowed to happen because of court decisions. I’m not sure how much the NCAA can do to limit some of the portal and NIL stuff without those new limits also getting struck down by courts. If the courts aren’t going to allow a better set of rules to govern all of this stuff, then I’m not sure what can be done other than Congress intervening (which will have its own issues given the current state of American politics).

As long as it doesn't infringe a person's ability to engage in (generally) free commerce it does.
This is fixed instantly if they pay the players and create contracts. Then it's no different than any other form of employment where two parties agree, legally, to the conditions contained in the contract.

NCAA has no power to do anything. The only way to fix it is a break off league that can come to some type of agreement on rules and enforcement.
NCAA literally has no ability to enforce anything at this point.

Best thing the NCAA could do is change the calendar. Open portal up on Jan. 1. Legally they cannot do much but putting a date of Jan.1 should not be considered by the courts as restrictive as they have not shut down the current portal dates.

My suggestion.
Go back to only allowing completely free transfers to players who have already graduated. For those who haven't graduated, make them sit a year (but give them a year of eligibility for that year that they sit). Players can get out of bad situations through that path, but it would avoid players jumping from program to program every year.

He wasn't poached. He and the Marshall admin were at odds, Marshall decided to not renew his contract, and most of the team responded by going to the portal.

Make the portal a 1 time thing or limit it to juniors and seniors.

Let people get in the portal when the entire season is over. Simple enough. Enforce a two-year commitment except for very reasonable hardships.
