Miami is going to have a good team this year but if we are going to only consider elite, than probably USC once they get rid of kiffin

I will rank them, but also list what they would need to do to accomplish it.

1) Texas (need new coach)
2) USC (need new coach)
3) Florida St (need coaching staff consistency)
4) Miami (culture change)
5) Tennessee (too much out of their control, but still possible)
6) Nebraska (I'm skeptical it can be done at all)

Nebraska - already really good, contending for B1G championships

Texas - When they get a new coach

Tennessee - 4 or so years if Jones is the right coach.

Miami - a long time, maybe never

FSU - already really good, in a BCS bowl just last year.

Nebraska - tough recruiting area for Bo
Miami -excellant talent pool,not sure Golden fits there though

3) Florida St (can happen, fairly quickly IMO. The ACC is even easier than people realize)
4) Miami (Same as FSU, but slightly less likely to happen)
5) Tennessee (when demographics radically change or they get a coach that can consistenly recruit all over the Southeast)
6) Nebraska (when demographics radically change or they get a coach that can consistenly recruit all over the country. Less likely than Tennessee since they are farther from the best athletes.)

I agree, although i consider tenn and miami to be a toss up

Golden's doing big things down there. NCAA is looking more and more like they wont touch Miami and if the do, it will lack teeth. They have the means and opportunity, they just need to capitalize on it
