I think this is probably accurate. Before the recent roster rule changes, you could medically redshirt a player and it not count against your total. But when they changed the rules to 34 max with 34 scholarships, those waivers went away. Previously you had the 11.7 scholarships with 27 players on scholarships and 35 on the roster. You could get creative and have more guys on the roster if they were medically redshirting. Those waivers were one of the trade offs with the increased scholarships available

Wow this is a terrible look. Ole miss could have done it differently. Maybe get a booster involved to help him so he could stay on the team.
