In Virginia the cities are completely separate from the counties so you need to nominate just Emporia and not Greenville County. And yes, Emporia is the speed trap capital of Virginia and a total dump of a city.

Honestly, There are about at least 2 other parishes adjacent to Orleans than should be favorites to win it all. They just don't make the national headlines. Or even local headlines. That's real corruption.

I nominate McCurtain county, Oklahoma. Things got pretty crazy down there with county officials, and everyone I know from there (just a few) say it's a swamp.

Orleans Parish had a former Mayor and US Representative in federal prison at the same time.

But the most corrupt ones are those that you don't hear much about because they are so good at it.

St. Tammany is a Darkhorse because they have subtlety and decades of practice. They stay out of the spotlight because Orleans gets so much of the attention. The lake provides an excellent buffer for them.

Orleans parish is incompetent, but St. Bernard is significantly more corrupt. And that’s really saying something.

I’d nominate Cullman County in Alabama for the simple fact it contains the city of Hanceville, which just put its entire police force on leave after a grand jury indicted the chief and other officers in what the jury described as a department that operated as “criminal enterprise” more so than as a law enforcement agency.
