I would assume this simply by percentage of TV viewers tuning into college football so the market size doesn't really matter. Just so it's big enough to be considered a market.

Besides New Orleans out of vacation curiosity, that Top 10 is basically "Top 10 places nobody wants to go to unless they must."

That is a little misleading since their graph is based on percentage of viewers, not total viewers like it implies.
