There will be another round of negotiations. If someone wants to play Jerry Jones or George Steinbrenner they will.
Just have to pay the luxury tax.

Notice how no NFL team has gone rogue and said "we'll spend what we want"
That's how modern sports work. If you reject the terms you'll be the XFL of college football. Players won't want to play and you'll be relegated to Thursday night games.
You'll play ball like every other team. Don't delude yourself.

I hope you're right but I don't see how this solves the yearly bidding war for transfers. I doubt most players would sign a contract that requires paying back earnings if they end up transferring next year to a school who pays them more.
And if they do, we'll just see schools paying the "buyout" anyway.

You have to wonder how this will play out long term. After all, college athletes are the very definition of amateurs. But now they are paid professionals.
So why do they still have to be students then? It seems silly. Imagine the QB making $2 million a year has to worry about going to class or taking a test.
It is ridiculous.
And also the play itself is subpar compared to the NFL yet they are being paid NFL- like salaries.
At what point do fans lose interest? It seems like they may lose the emotional connection to the school and no longer support this racket.

How will this balance out with Title IX requirements? if a school gives millions of dollars in salary to football players, do they not then have to do the same with women athletes?

Bingo. It's not going to happen overnight, but "college" sports are done. In the future the University of Alabama will just pay a sponsorship fee to attach their name and logos to a professional minor league team.
I have loved college football my whole life, but the NFL is sadly looking better and better after the past 3 years. I'm glad I got to see the college game in its heyday.

Schools will license the branding to a private entity and that same entity will lease on campus facilities for games.
