I commented early in the thread but haven’t kept up. Are they talking a fixed rate for 50 years which sounds ludicrous or adjustable rates for 50 years (slightly less ludicrous)?

Interstate competition will lower costs some. The problem is states have implemented their own mandates which drive up costs and just in their nature eliminate the possibility of interstate competition. Obamacare just started the run away train. States have done plenty to make things even more unaffordable.
