The NCAA has zero authority to enforce anything...never did but the courts have proven it to a certainty recently. UGA may be guilty of all manner of stuff that would have resulted in a SMU type death penalty just a few years ago which would mean nothing today. How is an organizer whose only function is to organize and promote a collegiate basketball tournament going to impose any sort of restriction on anything other than a collegiate basketball program and the extent of that would be to prevent their participation in that tournament.

NCAA rules other than those regarding the basketball tournament are meaningless at this point in time. The courts have said so with little room for interpretation.
