But the radio spots don’t want them, the retailers won’t use them, the public appearances won’t happen if the athlete isn’t at said school.

I never saw universities selling names on the back of jerseys. But I'm in a limited bubble.
Regardless, this was broken even beyond jersey sales (musicians, social media influencers, kids of famous people, etc..) the NCAA had no grasp of reality.
It would have and should have been an issue.
The pushback was because of the obvious (lack of ability to govern and desire of programs to take advantage of every loophole afforded)

It was far deeper than schools selling jerseys. EA sports made a fortune with their CFB video games not too mention the NCAA hammering athletes who fessed up to signing memorabilia (AJ Green,Todd Gurley) and did absolutely nothing if your lawyered up and lied about (Johnny Manziel)
The rules against NIL were gonna get challenged regardless of what schools were selling in their bookstore.

The issue was the "edit" ability of the game to allow the user (or third party company) to mirror player images, numbers, and likenesses. And what player wasn't going to edit the game to match what we saw on Saturdays?

Played many of games of college football with Razorback players during my time at Arkansas. They always loved playing as themselves in the game. Never heard a single one complain about not getting paid for it.

We will never be able to play with the big boys when it comes to NIL. We don't have the die hard support from our rich and famous alum (ie. Waltons, Kroenkes, Founders of Panda Express, our hollywood actors and singers) or corporations (ie. Enterprise, Schnucks, O'Reillys, Emerson, Energizer, Anheuser-Busch, Edward Jones). If we did, we could at least compete.

Fans are the ones who changed the player profiles. There were websites devoted to adjusting the settings.
It is cheaper to settle out of court.
