This is honestly the way it should work. The park obviously can't throw every single person out.
So force them to choose. Make it as big a spectacle as possible with as many people as possible so that their only choice is to remove the source of the frustration to alleviate the inconvenience.
ETA: Or make it known that no one is purchasing a concession item until he's not whistling.
