I just looked and it seems you must be a resident to register a vehicle here in Alabama. I don't know about GA, and I just glanced at the situation here...so, TIFWIIW.

I'm betting TR didn't own that Nissan. Just because an officer identifies the driver as the owner on the citation doesn't make it true.

Officers pump out those electronic UTC's so quickly that they are often riddled with errors. I spend alot of time arguing that the BAC line on it is incorrect.

the diameter of the wheel will affect the speed omiter. 32"vrs 28" the speed o will be different. the larger the D the slower the so will register. and I tryed the same exc. 20 yag.didn't work for me either.

Have to be a Georgia resident to register/tag a personal vehicle in the state.

From the Georgia Dept of Motor Vehicles:

Identification - Show your valid Georgia driver's license or Georgia identification card when registering in-person.

You have to own the car and you have to live in the state to get a tag. As I said yesterday, I'm surprised no one has run the tag number on the Nissan to see who it is registered to.
