No it will keep being a transfer portal destination. That’s how Lane likes it. They already come in developed. He just gets to coach.

I’d like to introduce you to the modern landscape of college football where someone you signed and developed out of high school ends up transferring out.

It’s going to cost your NIL significantly less to bring in a star player from the portal than it would be to sign a star recruit and pay him enough to keep the vultures away for 4 years. Conference rivals will thank you for your exceptional player development.
