“If you were to look at the statistical leaders at the quarterback position through six weeks of the 2019 college football season, you wouldn’t be shocked to see Oklahoma’s Jalen Hurts (No. 1 in yards per attempt and second in QB rushing yards), LSU’s Joe Burrow (No. 1 in completion percentage and second in passing yards), Ohio State’s Justin Fields (No. 1 in total touchdowns), or Alabama’s Tua Tagovailoa (No. 1 in passing touchdowns). And while all these players have impressed in their own individual way, none of them currently hold the distinction of being college football’s highest-graded quarterback. That title, in fact, belongs to a signal-caller whose traditional statistics might not wow you or put him in the Heisman discussion. Fromm has the #1 passing grade (that is pure throwing of the ball. Not taking into account PFFs metrics for pocket movement, progressions, etc etc)

Idk what's going on but the link in OP that's directly straight from PFF's website says "Jake Fromm has turned the narrative around, leads all college quarterbacks in overall grade".

PFF says Jake Fromm leads all QBs in overall grade.
PFF says Joe Burrow is the top QB in college football.
They aren’t contradicting themselves.

People like car crashes and three ring circuses I guess.
While I have to admit that UF Auburn clown show was comedy platinum, Fromm's play at the other end of the spectrum is just so enjoyable to watch. He's cool, clear eyed, almost never rushes or makes the wrong throw. Everything he does, he does like a pro. You can't like football and not like Jake.
