1) It wasn’t targeting anyway, as almost all experts have said.
2) Harrison was ineligible because he went out of bounds and came back in. You can’t commit a penalty vs a player who’s not playing.

He step out of bounds before getting hit. If he hadn’t dropped the ball it would’ve been illegal touching.

UGA is lucky replay exists and they adjusted the penalty rules because it was a good, clean football play.

It wasn’t targeting but you can certainly get a personal foul or targeting penalty after a play is dead.
