Spring scrimmages as they are now get both the O and D reps every play. in a scrimmage with another team you cut those reps in half. Don't want, don't need.

I think it would work if you had special rules to cut down on injuries: no blitz packages and no touching the qb, etc. Kind of like the Pro Bowl.
Schedule out of conference teams and try and keep it a low key, fan-friendly experience. It might work.
