The big12 just took back the no horns down rule yesterday lol. I dont know whats more petty - The rule itself or taking it back because of leaving the conference.

Horns down penalty was applicable if an opponent does it to a Texas football player. Apart from that the player can Horns Down his teammates, the crowd, or the sky.
It was just an extension of taunting regulation in regards to opposing players behavior towards each other.
