I'm not sure what you're basing that claim on, but the permanent growth of federal spending began during FDR's administration. Ultimately the foundation for this growth was created under Woodrow Wilson's presidency (the worst US president in my opinion).
Wilson passed the 16th amendment (gave congress the ability to tax income) and created the federal reserve system which has been detrimental to devaluing the dollar and lining the pockets of the wealthy and powerful.
However, no act of Wilson played a bigger role in increasing the size of the federal government than the 19th amendment. Before women could vote, the federal government would only grow during a time of war and would quickly fall to pre-war spending levels once the war concluded. However, women tend to vote in favor of social safety nets, and the federal government has steadily grew in size since the New Deal.
