Well there were no specific requirements because ideally the Senate confirmation process is the way to weed out bad or unqualified appointees but these days the Senate is mostly useless and will either rubber stamp whoever or play politics and block an appointee who is qualified because he/she was appointed by a President of the party in the Senate minority

Congress has the power of the purse and have always passed budget and appropriations bills. If it involves tax dollars being spent, Congress has the authority to allocate or end that funding
