South Carolina. Only for Rock Hill. While Florida is well-known for it's craziness across the state, Rock Hill might be the craziest town in SEC country per capita.

No, the surveyors started counting and just gave up because everyone is crazy. There is basically zero mental health diagnosis or support here in LA. Now, I'm not saying we're "Arkansas crazy", cause those Bible belt folks are just nuts.
Florida has to be unreported too. They're crazier than Arkansas.

Numbers are definitely skewed by states' resources put in to treating mental illness and what they classify as such. Arkansas has focused on treating mental illness and has some of the top ranked hospitals in the nation for one of the smaller states. There is also a lower threshold for what is considered a mental illness in the state compared to others, exact numbers I'm not sure of however.

Edit: mental illness also doesn't make one "crazy" by any means, as most cases of reported mental illness are due to some form of depression. Being clinically depressed, PTSD, and having addiction issues are considered mental illnesses by most standards.
