It's obvious that BOTH thugs were capable of doing all this, but the problem is that Miller knew neither one. Miller had NO idea what the two thugs were capable of! Hell, he wasn't even responsible for Miles passing the pistol to the shooter!
He simply drove up, and Miles took over from there.

Poor little lamb. He didn’t know. Just a sweet little innocent out for a 2am drive while packing heat. Doesn’t know anyone or have any clue what people he didn’t know were going to do
