If you hold not winning the biased AP against him, then John Vaught. Though the NCAA does recognize him as a national champion.

Mike Gundy, Bill Snyder, Art Briles, Shaw, Peterson, Franklin all come to mind nationally

Probably won't be popular, and he's certainly not THE best coach to not win, but Petrino pre motorcycle crash was one of the best offensive minds in college football. Every week you knew it was 30 points minimum. Didn't matter if he had a mature QB that could read defenses and call audibles (Mallett) or the polar opposite of that (Wilson). He just didn't give a rat's arse about the other side of the ball.

Mike Gundy: I don’t think he’s ever had a top 15 recruiting class but has had more 10 win seasons that UT + A&M + Tech combined since he’s been there. He was a 4th down top away from the playoffs last year. Don’t think there’s a coach that more consistently exceeds their recruiting rankings.

If you are talking 2002 UGA, that was definitely an NC caliber team. Would’ve loved a playoff that year but for one dropped pass UGA was perfect. Loved Terrance Edwards but man he shoulda caught that one in Jax.
