The numbers represent voter consistency. The lower the number the more consistent the voter.

Compared to preseason talk, the results on the field have been wildly different from expectations so far.
Teams expected to be good have looked terrible. And surprise teams have played much better than expected.
So with this consistency rating - anyone with very consistent rankings is telling us they either don’t watch the games, or don’t care much what happens on the field.

This... is why polls are such a joke. It's amusing to see Clemson just outside the top 10 and Alabama unranked on some at the same time.
I don't think these folks put much care into the selections. Just hammer out a list in 5 minutes and hit send.
