To clarify, it's not. Only a half of an inning should be called a frame. An inning is comprised of two frames.

The rules have not changed. They still are eligible to put themselves in the lineup. Can't be a total surprise though. They would have to be declared on the roster for some time period before.
Pete Rose was the last full time player/manager that I recall. But I do know one of the Yankees served in that role for a game in recent history (last 5-6 years) because Boone was out for something medical for a game.

Points are arbitrary, a value assigned to an action by consensus: a touchdown is worth 6 points, a value everyone has agreed to. Early rules had different values assigned over the years.
A run is just that, a person running across and touching a plate. There is no assigned/agreed on extra value, it just is.
Had it simply been thought that "The team that scores the most touchdowns wins" We would probably not call them points. They would be Touchdowns. IE Georgia beat Bama 5 TDs to 3 last saturday. But it was decided to create different ways of scoring, thus points had to be assigned to create value for those different methods.

Technically, a frame in baseball is 1/2 an inning.
Tell us you've never manually scored a baseball game without telling us you've never manually scored a baseball game. If you had, you'd know the answer to your question.
