refused to comment when asked if "Horns Down" was going to be a penalty in the SEC.
So does that mean that they are considering it? Have the donghorns really asked for it to be a penalty?

I’m curious if UTi is even putting up a fuss about this and if so why. They can’t control it and if they make a push to make it a penalty, it’s going to blow up on them. They will just see it everywhere else except the football field, it will go viral and UTi will just look even more pathetic.
If UTi really wants to do something constructive, ignore it. Embrace that no one likes you and move on. No one in the SEC likes us much at first. A lot of them still don’t. But we took our lumps and hazing and we move on.
The more UTi puts up a fight, the worse it will be.

Horns down has only really picked up and become popular within the last ten to fifteen years. Not decades as you claim. You obviously haven’t been watching sports long or you would know that.

Seems to me like that decision would be left to the SEC officiating offices. Technically, giving a thumbs down in a player's face could be flagged as "taunting". It's pretty subjective.
