In some cases this is true, but there are plenty of situations where agents are leveraging to be able to wave offers in front of another collective to get a counter-offer from the collective at the school where the kid really wants to attend. But alas, if the other collective doesn't match or come close, the first offer is often winning out these days.
This is partly why Saban was not happy with the Learfield deal. Alabama set up Learfield as a contract service to run an on-campus opportunity center. A middle man situation on top of Alabama also requiring to review and approve all NIL deals. Saban found himself at a disadvantage in several situations because of a lack of control due to the slower process / red-tape involved.

But you have to do the bare minimum, which is plausible deniability and not doing dumb shite like UT/Spyre were doing.

Dunno why everyone thinks this is something. No chance Tennessee gets in any serious trouble with the current state of the NCAA. On top of that, by the time the NCAA finishes their investigation they will no longer govern the SEC anyway.

Once upon a time, Alabama almost got the death penalty for a booster paying a recruits coach. Not related to the school. Logan Young gave Albert Means’ coach $150k. Phillip Fulmer turned Alabama in. Fulmer avoided the SEC meetings in Birmingham one year to avoid a subpoena.
Logan Young was murdered. Many think by Alabama boosters. Alabama boosters remember this. And while it is believed the Young murder was isolated, the end goal of all Alabama boosters is to see the destruction of Tennessee.

Tennessee isn’t doing a got damned thing other than what the NCAA tells them to do.
Otherwise, Tennessee’s best bet is to withdraw from the NCAA and start their own intercollegiate organization. The SEC can fill your spot with FSU or Clemson.

You don’t have the USSC in your side. This has nothing to do with “name, image, or likeness”. A recruit cannot use booster transportation to go visit campus.
