In any single year the numbers can be skewed. You definitely don't want to spend more than you take in on the reg like FSU does. I don't believe they made 11 mil last year, as they are always broke and trying to weasel money out of the state and local gov't to pay for things.

Indiana and Virginia are the two that surprise me the most.

Another way to look at it. If the 6.4mil is an expense on the original chart, it could explain why OU is only listed as making $2million.
