It's really 2 tiers + some borderline teams then everyone else. The numbering is just team numbers. Not ranking within tiers. One thing to add here when it comes to the JOB vs. the team is stuff like NIL needs to be taken into account which could potentially shift some of these but there isn't great data on NIL size.
Georgia is arguably about to move to tier 1. A couple of teams like Miami, Nebraska, and TN haven't had success in so long that they sit at the edge of tier 2, but should be able to turn things around with a good coach.
Tier 1: Have played in or won more than 2 titles last 10 years
1. Alabama
2. Clemson
3. Ohio St.
Tier 2: Have won at least 1 CFP or BCS in the last 15 years or multiple CFP appearances
4. Georgia
5. Auburn
6. LSU
7. FL
8. FL State
9. USC
10. Oklahoma
11. Texas
12. Oregon
13. Notre Dame
14. Michigan
Tier 2 Honorable Mention: Have won at least 1 CFP or BCS but it was ~20+ years ago
15. TN
16. Miami
17. Nebraska

we should be #1. $8.6 million a year, never win a division, just win enough to go to a bowl game and get bonuses for results that get other coaches fired. Now that is sweet.

It's been over a decade since Texas was last notable and they've had 4 different coaches over that time span. Clearly the coach matters more than the university when it comes to success. That's not a trait of a tier 1 program IMO.
In fact, did you know that Michigan played in the B1G Championship every single year for the last decade before 2021?

I'm not sure Clemson is Tier2. Dabo has done an incredible job there, for sure, but do we really think someone else could come in and have the same success?

What jobs are you talking about? Head coaches? AD? Equipment Managers?

It's hard to quantify what the "best jobs" are because everyone values different things.
If a head coach really valued prestige, a lot of historical success, and that type of thing, Alabama is his #1.
If a coach wants job security, a guaranteed contract, and low expectations, it's hard to argue against Texas A&M.
A guy from the West Coast may really covet Oregon or USC and not give a flip about moving to Athens to coach the Dawgs.
To me, "history" outside of the last 20 years or so means very little because most recruits don't care about stuff that happened before they were born so a Tier 1 job to me would be:
-Great success over the last 20 years
-Top 10 facilities
-A fertile enough recruiting area that you can be top 5 here and there and always top 10
-The ability to pay a top 10 salary for coaches and assistants
-Low booster interference
-Recent success putting players into the NFL

Yea that's where the rankings get really tricky. They are Tier 1 in terms of recent success, easier path to the title/CFP, and what they have going NOW. If someone comes in and starts losing a few what happens?
Do you have a fan apathy Ole Miss situation or an Alabama throw bricks in the coach's window until you're back on top situation?

If the lack of "current success" is the thing dragging them down to tier 2, so be it. It's been so bad since 2010 maybe it's enough to drag them.
