I think most people would agree numbers 1 and 2 are Saban and Smart. But after that it gets a little murky. There's several guys in the mix. Who's number 3?

Dabo and Lincoln Riley.

Ryan Day, Riley or Dabo

Gonna get some downvotes, but the object of the game is to win your last game of the season in the CFP. For that reason it has to be Dabo Sweeny.

Lincoln Riley or Luke Fickell

Riley is going to have to actuall win a game that counts first
Saban, Dabo, Smart, Day in order

1 and 2 are Saban and Dabo. 3 is Kirby. 4 is Day. And then there's everybody else.

Pittman took over a team that won 8 total games in the three seasons prior to him taking over. In year 2 he won 9 games. In year 3 Arkansas is looking like a legit top 10 team two games into the season. I honestly wouldn’t trade Pittman for anyone.

You would need to better define the criteria (data points) for "best"

Winning games
Specifically the biggest ones
The general goal of sports

Neither Riley nor Day have built their own programs yet.

One good season? Someone knows nothing about Georgia. We do know however how LSU has fared. Not good. Not good at all.

Saban is obvious, but I'd put Dabo second for starting with comparatively nothing and making it to a shitload of playoffs and winning it all twice.
Smart came into a program on the verge of greatness and took the steps needed to get it the rest of the way, not that it's easy. Most in similar situations have failed. He could be #3.
I don't know about Day. He's yet to get over the big hurdle, but at least he's kept the program at the level it was when he got the job. Riley and many others couldn't do it.
If Kansas makes a bowl game in the next coulple years, I'd give Leipold an honorable mention because that place has been a disaster recently with facility and scholarship problems I'd have called insurmountable before he got there.
