I think the standard is that hand timed is like .24 seconds faster

I used to hand time track meets. If everyone is alert and does their job 100% it is about a quarter of a second like the walrus said. Perception time in a human accounts for that as well as where you are in relation to the starters gun. Now if people are 100% alert you get some crazy times. Laser times are the only ones that really count.
