There's also a chance somebody new gets an offer and commits on the spot.

Not necessarily. Usually he wants the parents to be a part of the decision. If a kid has had an offer for awhile, it is assumed that he and his parents/guardians have given it some thought. If a prospect wants to commit immediately upon receiving an offer, Richt likes to have the parents there to approve.
It really just depends on the situation.
2 years ago, Theus, Henry, Terry, Ramsey, and S. Williams all committed on DawgNight. Terry, Henry, and Williams' commitments were unexpected but still accepted.
