There's 2 forms of targeting:
1. Lowering your helmet and using the crown of your helmet to hit someone anywhere.
2. Hitting a player in the head.
You don't have to do both for it to be targeting. He hit Simpson in the head, not very hard. That's the right call even though the rule is dumb.
