The roster was not good when Sark took over, that’s a misconception. Look at how many players they had drafted during the Strong/Herman years, it’s almost none. Herman completely neglected the trenches and had a high miss rate on recruits panning out. Texas went 5-7 in Sarks first year and they’ve shown steady progress every year.

Money is a factor without a doubt, but that’s not the only reason. They will have double digit players drafted this year, which will be the 3rd year in a row. They’re doing a good job of developing players and have a lot to offer (money, city, development, competitive team)

Look at the progression year by year 2017->present. And with the #1 class coming in with almost 100% top talent retention, they will likely be #1 or #2 next year overall
