You're often considered good enough to be worthy of facing the other playoff teams, and then you consistently lose to those other teams by large margins.

This is just false. Are CFP games the only ones that count as big games these days? They beat the #1 team in the country less than 2 years ago and have several wins over teams that finished in the Top 10

Is there one specific way of reaching the conclusion that a team is overrated? The conclusion is subjective. So there is no one way that it works.
I think Notre Dame is consistently ranked up there with teams like Alabama, Georgia, Clemson, and Ohio State and yet when Notre Dame faces the aforementioned teams in a playoff/national championship situation, they consistently lose to those teams by significant margins. In my opinion, that's a sign of an overrated program.

That goes against your argument. A top 10 team being an underdog at the end of regular season is because they were deemed to be overrated. A team that deserves to be in the top 10 every single year would have a winning bowl record.

Let's examine that statement:
2021 Fiesta Bowl - Oklahoma State was the underdogs and won.
2020 Rose Bowl - Alabama was the favorite and won.
2019 Camping World Bowl - Notre Dame was favored and won.
2018 Cotton Bowl - Clemson was the favorite and won.
2017 Citrus Bowl - Notre Dame was the underdog and won.
So, in the past 5 years, Notre Dame only one 1 game where they were the underdog. And they lost 1 game where they were favored.
Overrated.

Ok. Because those teams are better. No one is saying otherwise. The fact that they run through the regular season shows that they aren’t overrated. They consistently beat mid level ranked teams and usually lose to Top 5 teams.
That’s perfectly consistent with their usual ranking of 5-15.
Your argument makes no sense. Notre Dame will be ranked like #8 preseason each year, then everyone on here will whine about how overrated they are, then they beat everyone on their schedule, including several ranked teams.
Then they will lose to Alabama or Clemson (which everyone knew they would), finish the year #6 and y’all are all like, “See!!!! They’re so overrated!!!”

Playing a cupcake schedule and pulling off an upset against a top 10 Big Ten team every now and then....and subsequently getting their arse kicked by SEC squad or Clemson every time screams overrated to me.

I have some family at ND. Most of the students wanted him gone and there were literal parties thrown because of it.
