It is kinda weird because he’s a private school guy and usually when they don’t work out it’s because they can’t adjust to high level defenses and whatnot
But you’re right that in this case he doesn’t have incredible accuracy or mechanics when he is making good decisions. Headscratcher for sure...

Apparently Kirby said in his PC that the head official told him it was because they meant to call offensive PI but accidentally called defensive PI
If that’s the case, I’d be curious to know why they moved the ball 15 yards forward and waited over 90 seconds before any ref said anything.
