It's no different than a MLB clapping before the snap trying to draw an offensive penalty. Even if the ref doesn't do anything about it, it's still against the rules.

OU has already confirmed the actions they took in checking in with the officiating crew before and during the game to the local media. If that weren't true and we're lying, where is the tweet from the SEC office denying they were consulted about the play in advance?
It doesn't exist, because that's exactly what we did and they can't refute it.

It was confirmed as a legal play on national television by the SEC referee and everybody, including you, heard him say it. It was only after the game that the SEC office tweeted out that it wasn't legal and contradicted what their own crew said on national television.
Which points to what I said above. This is an SEC officiating competency issue, and nobody else's.

I'd argue the whole point of the rule ammendment in '24 and them emphasizing it before the season was to put a focus on making players act in a more deliberate manner. How many times do you see guys start walking off the field once they get a bit past the numbers? Partly because the refs need to be able to tell if they need to get over the ball to hold the snap to let defense sub or not.
