They all - including vets - get a flat amount during camp. They are all covered under team insurance in event of injury. They are all putting resume on tape against nfl competition for shot at making team that gave them FA deal or another squad.
Their contracts are usually not guaranteed in full, but there are exceptions if you are highly sought after (multiple FA options) and have a good agent.
They don't start making decent money until season starts and I think the pay is now divided over 16 week or, if multi-yr contract, over 52 (player has option...again, not certain about this part bit I believe they offer the year round pay now like NBA offers).

Not surprising IMO. They're solid enough to get an offseason look. Doesn't mean they'll make a fall roster

They did expand the training camp roster size, so you can bring a few more warm bodies in.
