If POTUS does sign such an order, it will likely get tied up in lawsuits. Many of POTUS’ executive orders do not survive legal scrutiny and judicial review.

Just like every other executive order Trump signs this will get struck down by the courts. Once they released the genie from the bottle it becomes impossible to put it back in. Until schools started treating the kids like athletes and sign actual contracts with them, this stuff will keep happening.

Support but does he have the authority to do this?

DOE falls under the executive branch so maybe you can coerce public universities to do this but can’t with private ones, and they all fall under the NCAA.

To ensure compliance I think Congress would need to pass law with regulatory statutes regarding player transfers, NIL, etc
