To be a dunk doesn't your hand have to be on/holding the ball as it passes the rim? That was just a fancy layup; back in high school all of the guys thought it was cool to do a layup and slap the backboard after they released the ball. That's pretty much what that looked like.

I saw where Shaq said the way to get WNBA more is popular is to lower the rim for dunks. Not sure it would help but couldn’t hurt.
