Q. Are graduating seniors required to declare for the NFL draft?
A. No, graduating seniors who have used up all of their college athletic eligibility do not need to declare for the NFL draft.
Eligibility and Declaring Rules
Exhausted Eligibility: Players who finish their degrees and use up their final year of NCAA eligibility become automatically eligible for the upcoming NFL draft.
Graduating Early (Underclassmen): If a player graduates with remaining college eligibility left and wants to enter the draft early, they must formally apply for special eligibility and notify the league.

The Presidents and SEC admins are brilliant minds. Maybe it’s a caveat they intentionally put in there to avoid player lawsuits down the road. “If you read closely, we really didn’t make you ineligible.”

It’s going to depend on the definition of “declare”. Players who have exhausted eligibility don’t declare.

I assume a kid who was out of eligibility, not drafted, and not signed by anyone, would remain eligible for another year, such as the case of the Notre Dame defensive lineman who was just signed by LSU.
An underclassman who declared and didn't withdraw, would be SOL from what I can understand.

You have a point because after reading that it appears South Carolina will get to keep it's new CB. He neither signed nor declared for the draft

There were several players signed who fit this description, I would assume they're eligible now.

I guess the celebrations from other fans is amusing. I won’t speak for the loudest LSU shite talkers on the rant but it made no sense to me allowing pro’s to come back (sport agnostic).
IMO, blame the NCAA for mishandling this for decades leading up to this point. What a cluster
EDIT: As a LSU fan I guess I wasn’t exactly hyped about any of the players we were adding. Unless I have purple/gold glasses on none would be starters
