To the newbie's in the conference Kentucky vs Tenn is the 3rd longest rivalry in the SEC followed by Tenn vs Vandy.

No scenario will make everyone happy. They should just let each school submit an ordered list of the other 15 teams. Any teams that have each other in the top 3 automatically get paired. Then resubmit based on what's left. Keep going until everyone is paired up. If you don't get match-ups you like, blame your administration for not making good submissions or just accept the fact that your top rivalries may not see you the same way.
