If I read right and what was written was true, he wanted 1.1 to 1.5 million and Shapen to not return so he would start.
That did not fly because it's the job of the HC to better the team. So he is going after a QB and he has the money.
MVB enter the portal and found out that nobody was going to give him 1,5 million. So he accepted less to sit on the bench anyway.

Given the portal & NIL, nobody is going to be guaranteed a starting position. You still have to earn it.
