Mullen was asked how he would feel if it was his wife or daughter.
He responded that he hoped they wouldn't put themselves in that situation.
He's saying he hopes they would never assault another woman. He isn't saying the woman deserved it, he isn't saying it's ok, he's just saying he hopes his wife or daughter are never in the situation.
