better for everyone to schedule one of their rotating SEC teams as the last game. That way the two teams being dropped, because their opponent is playing in the Semifinal could play each other without the legal/money issues.

One thing that could work to determine championship teams is combine 2 pods for a representative and rotate the pods every year. Play all of the teams from your pod (3 games), along with the pod you're matched with that year (4 games), and then each team has a permanent non-pod rival that they must play ever year. (1 game)
Year 1 - SEC West + SEC South vs. SEC East + SEC North
Year 2 - SEC West + SEC East vs. SEC South + SEC North
Year 3 - SEC West + SEC North vs. SEC South + SEC East
Scheduling would probably be a bitch but it would be fun. Plus the longest you'd go without playing another SEC team would only be 2 years rather than the 6 we have now.
Year 1 - SEC West + SEC South vs. SEC East + SEC North
Year 2 - SEC West + SEC East vs. SEC South + SEC North
Year 3 - SEC West + SEC North vs. SEC South + SEC East

I like your work. Overall its not a bad plan. While protecting rivalries is VERY important, the problem with this is that its creating major imbalance with SOS.
For example. Compare your example schedules for Ole Miss & LSU. Both would play Bama, Tennessee, Arkansas, and South Carolina in the same season.
However, LSU would play Florida, Texas A&M, Virginia Tech, Missouri, and NC State.
Ole Miss would play Auburn, Georgia, Mississippi State, Vanderbilt, & Kentucky.
Any schedule that includes MSU, UK, AND Vandy while other teams skip all 3 is a travesty.

It does create imbalances, but I think that it's not always a bad thing. Kind of like the NFL scheduling that takes the previous year's record into account when scheduling out of division games, I tried to take performance into account in making the rivalries.
So yeah, not 100% fair, but IMO it's worth it if it make the games more competitive. It will lead to fewer blowouts and better games.

In order for this to work the PAC 12 has to go to 16. What schools go to the PAC? I have an idea on how to move teams around to make it all work geographically, but the PAC getting 16 is tricky.

LSU should play Kentucky annually instead of Tennessee.

Because conference championship games are dumb and are a terrible way to determine the champion. If you can't play everyone in your conference every year, then your conference is too big.

The only thing I would really change for balance is permanent opponents should somewhat follow the tiered system as well.
For example, in pod #1, LSU's 3 permanend opponents are 1 seed, 1 seed, 1 seed

That makes the schedule pretty unbalanced every single year.
But could be adjusted so that your permanent can't have moe than one #1 seed.
