A starter is whoever you say it is. I’m sure he calls a starter any player who plays a majority of snaps or could go in on any play.

He didn't say what you said he said OP. He said 9 game "1" starters were held out of practice yday...5 of those have been out, add Drummond, Corral and Umana to guys held out yday...not sure the 9th
