No, all parties want it to happen for the 2022 season. They're only saying 2025 in all public releases due to legal issues (e.g. Texas/OU indicating their plan to leave early could be an anticipatory breach of their current media contracts). All parties involved will negotiate a buyout to the current Texas/OU media contracts.

I think they're coming in '22 or '23 but don't think either way they play football next year in the Big 12.

Academic Year 2021 is already completed (July 1, 2020 - June 30, 2021).
We are in Academic Year 2022 (July 1, 2021 - June 30, 2022).
Academic Year 2023 = July 1, 2022 - June 30, 2023
Academic Year 2024 = July 1, 2023 - June 30, 2024
Academic Year 2025 = July 1, 2024 - June 30, 2025

Contracts in the Big 12 run out in 2025, so all legal documents will show that..
Until someone ponies up the money to break that contract.
It's kinda like when someone asks a coach "hey, I see School A is courting you" and the coach responds with "Nah, my contract runs out in 5 years, I love it here"
They'll be here in 2022.
