It is whatever comes first. so eligibility starts at 19 if you don't enroll before then.

incorrect. The eligibilty starts at 19 whether you enroll or not. The idea is to eliminate what is happening in college basketball where 28 year old Euros come in and use the NCAA as a minor league to get to the NBA.

This would really only make sense for like 3 star and below recruits who dont seem to have nfl potential coming out of high school. Telling a blue chip recruit to sit out a year just gives you less time with him before he leaves for the nfl.
You may end up with more experienced, lesser talented players on the backend doing this strategy but I still think you're better off getting 4 and 5 star players on the field as soon as possible.

How are they different in this specific regard? you can't go to HS and play varsity football as a 26 year old, why should you be bale to do that in college?

well yeah, 5 stars aren't gonna be asked to do this but it could give a 3 star the extra year of development they need to have a big 5th year and play their way into being drafted.

The maturity and strength difference between an 18 year old and a 22 year old is already a huge difference. There is zero reason 25+ year olds should be included. If you are 25, go pro or retire.

Someone that is in their fifth year of university in some capacity. usually a senior is any student with 90 completed credit hours.

It seems this rule is to get ahead of guys that go to NFL and are stuck on the practice squad for a couple years from trying to come back and use any college eligibility they have left like the G-league guys in NBA. Which makes sense considering the clown show that college basketball has become.
Now they need to put a restriction on how many times a player can enter the transfer portal

Its not about being broke, its about allocating funds efficiently. No matter how much money donors have, they dont want to see millions of their dollars go to guys that come in, sit the bench for a year, and then transfer out without playing a meaningful down for the school.

I also don't think anybody would be willing to play for any kind of developmental league...
But I could see the UFL trying to work it out where 18 year old players could play there for a year and then go to college.
It would be good for the UFL and probably good for the colleges. And the fact that UFL is a "pro" league is pretty much a moot point anymore.
