It is whatever comes first. so eligibility starts at 19 if you don't enroll before then.

This is gonna get struck down somewhere. You can't exclude people from playing college sports if they decide to go back in their 20s.
If someone went back to school for first time in their 20s and wanted to be a walk-on college athlete they should have that right to do that or whatever.
